Manitowoc resident indicted on child obscenity and pornography charges

Brandon M. Lemerond, age 20, of Manitowoc, Wisconsin, was indicted on March 17 for multiple offenses related to child obscenity and production of child pornography, according to the United States Attorney’s Office for the Eastern District of Wisconsin.

The indictment includes two counts of obscene visual depictions of the sexual abuse of children, one count of production of child pornography, and three counts involving commission of a felony sex offense by an individual required to register as a sexual offender. The alleged violations occurred in July 2025.

If convicted on the child obscenity charges, Lemerond faces a mandatory minimum sentence of 15 years and up to 40 years in prison. The charge for production of child pornography carries a mandatory minimum sentence of 25 years and up to 50 years in federal prison. If found guilty of committing a new criminal offense against a child while on the sex offender registry, he would receive an additional mandatory 10-year sentence consecutive to any other penalty. He may also be fined up to $250,000 and must serve from five years to life on supervised release.

The City of Manitowoc Police Department investigated the case. Assistant United States Attorney Daniel R. Humble is prosecuting it. Authorities emphasized that “an indictment is only a charge and is not evidence of guilt. The defendant is presumed innocent and is entitled to a fair trial at which the government must prove his guilt beyond a reasonable doubt.”

This case falls under Project Safe Childhood, an initiative launched by the U.S. Department of Justice in May 2006 aimed at combating child sexual exploitation and abuse by coordinating federal, state, and local resources.
