In a recent court filing, Marouane Ramanou has initiated legal action against officers of the Oshkosh Police Department and the City of Oshkosh. The lawsuit alleges that Officers Aaron Petkovsek, Austin Wunnicke, and Cody Rukamp unlawfully detained and searched Mr. Ramanou on February 22, 2025, in violation of his Fourth Amendment rights. The incident began with a traffic stop for an alleged registration tag infraction but escalated into a prolonged detention involving a K9 unit search without reasonable suspicion. Despite no illegal substances being found, Mr. Ramanou was detained for over thirty minutes in freezing temperatures. The case seeks compensatory and punitive damages for what is described as a race-based fishing expedition by the officers.
