Plaintiffs Allege Negligence Against Waukesha County Over Inmate Death

The tragic death of a detainee in Waukesha County Jail has sparked a significant legal battle, as the estate of the deceased, along with his family, files a lawsuit alleging negligence and civil rights violations. The complaint was filed by Sachet Glenn, both individually and as the special administrator of Randy D. Glenn Jr.’s estate, on December 30, 2025, in the United States District Court for the Eastern District of Wisconsin against Waukesha County and several other defendants.

The case centers around the events leading to the death of Randy D. Glenn Jr., who was taken into custody on January 16, 2023. According to the complaint, Glenn was arrested during a traffic stop for an alleged probation violation and transported to Waukesha County Jail. During intake procedures at the jail, officers observed Glenn attempting to ingest what appeared to be controlled substances. Despite clear signs of drug intoxication—such as profuse sweating and slurred speech—Glenn was not transported to a medical facility for emergency treatment. Instead, he was placed in a cell where he later died from an overdose involving fentanyl, heroin, methamphetamine, and cocaine.

Sachet Glenn alleges that the defendants failed in their duty to provide adequate medical care under well-established constitutional law that mandates government entities ensure proper medical attention for individuals in custody who cannot protect their own health. The complaint accuses Lieutenant Johanna J. Grace and Nurse Deborah J. Link of negligence and deliberate indifference towards Randy Glenn’s serious medical needs by failing to secure necessary medical intervention despite evident symptoms of overdose.

The plaintiffs seek compensatory damages for pain and suffering, wrongful death damages including loss of companionship and society, hedonic damages (loss of enjoyment of life), punitive damages against all defendants involved, as well as attorney fees under federal civil rights statutes. They argue that these damages are warranted due to the deliberate disregard for Randy Glenn’s constitutional rights while under state custody.
