Jose Cardenas-Salcido, a 43-year-old Arizona resident and admitted member of the Sinaloa cartel, was convicted on January 22, 2026, in the Eastern District of Wisconsin for distributing fentanyl and attempting to obstruct justice. The conviction followed a bench trial before Judge J.P. Stadtmueller.
The investigation began after law enforcement linked Cardenas-Salcido to an October 2022 shipment containing over 5,000 fentanyl-laced pills. Witnesses testified that he supplied these pills to lower-level distributors operating in the Milwaukee metropolitan area. Evidence presented at trial also established his connections to the Sinaloa cartel through family ties.
After being detained pending trial, Cardenas-Salcido made several attempts to interfere with the judicial process. He offered another inmate guns and drugs from the cartel in exchange for false affidavits meant to exonerate him. He also proposed connecting a different inmate with cartel contacts if that inmate would kill witnesses set to testify against him. Additionally, he sent threatening letters referencing his cartel affiliations to intimidate witnesses’ families.
Judge Stadtmueller noted that this case stood out due to “the gum shoe detective work” by the lead case agent from the West Allis Police Department and his colleagues.
Cardenas-Salcido is scheduled for sentencing on April 24, 2026.
The investigation involved the West Allis Police Department, Drug Enforcement Administration, and United States Postal Inspection Service. Assistant United States Attorneys Katherine Halopka-Ivery and Kevin Knight prosecuted the case.
